ARTICLE 19 has published a checklist designed for civil society organisations who wish to conduct analyses of the implementation status of the African Union's Declaration of Principles on Freedom of Expression in Africa. The checklist intends to allow civil society organisations working on issues relating to freedom of expression and access to information to establish the key obstacles to the fulfilment and protection of freedom of expression. According to the publishers, the checklist interprets each article of the Declaration in a comprehensive manner, providing details on how freedom of expression should be fulfilled and provided for. The checklist can be used for researching and writing "shadow reports" to be submitted to the African Commission on Human and Peoples' Rights.

Understanding and Challenging HIV Stigma: Toolkit for Action

This toolkit originally evolved out of a two-year research project on stigma conducted in Zambia, Tanzania, and Ethiopia and was originally published in 2003. The toolkit contains over 100 participatory exercises which can be adapted to fit different groups and contexts. There are different sets of pictures which can help to identify stigma, discuss the rights of positive people and help to stimulate discussions around gender and sexuality and morality issues linked to stigma.

The toolkit was developed with the involvement of staff from more than 50 non-governmental (NGOs) from these countries. They shared stories and their experiences, developed exercises, and tested some of the tools. It is a collaborative work of International HIV/AIDS Alliance, International Center for Research on Women (ICRW), Academy for Educational Development (AED), and PACT Tanzania.

This revised edition (2007) builds on the original toolkit and includes experience of the Alliance's Regional Stigma Training Project. New modules now address stigma as it relates to ARV treatment, children, youth, and men who have sex with men.

The overall objective of the UNESCO project is to strengthen the human and technical capacity of the media - especially the independent and private media - in Mozambique. This is part of the process of enhancing democracy, good governance and human rights in the country while promoting professionalism and editorial independence. The training package therefore addresses only one aspect of this process. Its overall objective is to ensure the furtherance of more gender sensitive media reporting at a time of great social change in Mozambique and other parts of southern Africa.

Gender responsive budgeting (GRB) is budgeting responsive budgeting (GRB) is budgeting that integrates a gender perspective and tracks how budgets respond to gender equality and women's rights requirements. This entails examining not only actual allocations and revenue raising measures but also budgeting systems, budgeting processes and looking at the roles of the various actors throughout the process. It also entails investing in making available mechanisms, guidelines, data and indicators that enable gender equality advocates to track progress, benefit incidence and show how supposedly gender neutral budgets impact women.
