INTRODUCTION

Access to global research and academic writing is severely limited in many developing countries. Electronic Information for Libraries (elFL) has been promoting the establishment of library consortia, thereby grouping libraries and research institutions in developing countries to negotiate together for access to electronic resources. These key resources include electronic or online journals that are rapidly replacing paper-based journals and allow developing countries to keep abreast with recent publications at more affordable prices. However the challenge for access is often the limited bandwidth of most libraries.

Most had internet access based on telephone-and-modem connections, which meant that downloading materials was frustratingly slow and the full-text search facility that a functional electronic library demands was impossible. Promoting affordable, high-speed internet connectivity for universities and research institutions helps to support their critical role in information and knowledge production, and education and training.

ABOUT MALICO

In May of 2003, the Malawi Libraries and Information Consortium (MALICO) was born. MALICO membership is institutional and presently includes the Malawi National Library Service, the Reserve Bank of Malawi, the Malawi Bureau of Standards and the Malawian SchoolNet project.
