Programme Officer
As one of its major programs, CIVICUS is undertaking the CIVICUS Civil Society Index (CSI). The CSI is an international action-research initiative providing civil society stakeholders with a diagnostic tool for assessing the state of civil society at a country level and creating a basis for dialogue, joint reflection and action. Between 2003 and 2007, CSI was implemented in 53 countries and a new phase of the programme has just started. On this background CIVICUS is looking to increase its country support capacities and is therefore seeking to recruit two Programme Officers to work with the CSI project team in the major area of coordination according to the following specification:
Programme Officer- (French speaking countries coordination) CIVICUS Civil Society Index
1) Country Coordination (75%): Liaise with a selected number of National Coordinating Organisations (NCOs) in Franco-phone countries and provide regular support in the implementation of the project. This includes being the main focal point to 15 to 20 countries during implementation. As part of the overall CSI team, participate in training sessions for the partners and as the project progresses, there will also be responsibilities surrounding the editing of the final products of the process, including country reports and evaluations.
2) Monitoring and Evaluations (25%): Besides country coordination, the successful candidate will also be expected to provide Monitoring and Evaluations (25%) support to the entire CSI team. This will entail taking part in the ongoing M&E work with the CSI. Assist the team in improving the M&E systems
The period of employment is 12 months renewable contract, ideally starting 1st June 2008. The Programme Officer will be based at the CIVICUS Head Office in Johannesburg, South Africa. CIVICUS will assist the incumbent in finding accommodation, and will provide a workspace with a computer and Internet access. CIVICUS will also cover travel costs and provide a competitive monthly salary.
We are looking for a candidate with the following qualification and interests:
. Graduate degree in Political Science, Sociology, Development Studies or a related field, with at least two years post-qualification experience working within civil society.
. Excellent written and oral communication skills in English and French. Working Knowledge of Arabic or Russian will be an advantage.
. Interest in international comparative research on civil society will be a distinct advantage
. Ability to work with a multi-cultural team in a high-paced NGO environment.
. Working knowledge of statistical data processing and analysis software as well as MS-Office software, especially database management (Ms Access), and webmaster skills are also desirable.

2) Research (25%): Besides country coordination, the successful candidate will also be expected to support the Research Team in carrying out research activities related to the implementation of the new phase of the CSI project. Provide input into the selected publications.
