How to Report Homophobic Incidents

This handbook is structured around the three main components of human rights monitoring. To begin with, it examines the relevant human rights instruments and obligations which can be invoked in relation to incidents and violence motivated by hatred towards people because of their real or perceived sexual orientation, gender identity and gender expression. Following this, the handbook proposes a methodology to document and record incidences of homophobic and transphobic violence and also how to report such incidences to national, European and international institutions. In examining how to report homophobic or transphobic hate crime and human rights abuses at both international and European levels, we consider the different international institutions and human rights bodies that monitor implementation of human rights standards and also give advice on how to approach them. Finally, we reflect on how to work with allies at national level to support documentation, recording and reporting of violence targeting LGBT people.

This publication is designed as a tool for LGBT and human rights organisations to address violence based on discriminatory motives. The publication is part of a three-year project which aims to assist ILGA-Europe members to monitor and report violence and also support them in working together with the police.
