UN Women: Programme Assistant - Ending Violence against Women
The United Nations Entity for Gender Equality and the Empowerment of Women - or UN Women - was established by the UN Member States in July 2010 so that the UN would be better able to help Member States accelerate progress towards their goals on gender equality and the empowerment of women.
The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system which focused exclusively on gender equality and women’s empowerment: the Division for the Advancement of Women (DAW), International Research and Training Institute for the Advancement of Women (INSTRAW), Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) and the United Nations Development Fund for Women (UNIFEM).
UN Women seeks to recruit a Programme Assistant - Ending Violence against Women, based in Johannesburg.
Under the guidance and direct supervision of the Regional Director, the Programme Assistant will provide leadership in execution of the VAW programmes in the Region and keeping up to date with new developments in UN Women`s core areas of work by participating in National and Regional Workshops as well as establishing and maintaining consultations with counterparts, implementing partners, women’s organisations and multi and bilateral donor relations to ensure proper implementation of programme activities. The Programme Assistant will also serve as the overall focal point for the UN Trust Fund in support of Actions to Eliminate Violence against Women multi-lateral grant mechanism for the Southern Africa and Indian Ocean Islands grantees. Additionally, the Programme Assistant will work with key UN agencies, partner organisations and regional bodies on mainstreaming gender considerations in climate change discussions and policies and to support the implementation of various climate change related programmes in the SRO.

Functions / Key results expected:
Ensure administration and implementation of programme strategies, adapt process and procedures focusing on achievement of the following results
- Presentation of thoroughly researched information for preparation of CCA, UNDAF, CPD, and CPAP, effective application of RBM tools and establishment of management targets (BSC);
- Establishment of the mechanisms to track us of RBM tools and maintenance of RBM database;
- Implementation of the CO partnerships and resources mobilization strategies, preparation of reports;
- Support the implementation of the 2012 VAW Work Plan as it relates to ending violence against women and gender climate change;
- Overall, effectively assume strategic and substantive leadership for the integration of UN WOMEN’ strategies. This covers supporting fundraising, communication and partnership-building, evaluation and knowledge management; and ensuring information flow and team-building across the diverse network of partners and stakeholders involved in various VAW programmes;
- Facilitate quality assurance of all VAW programmes and undertake technical assistance and monitoring missions to the projects sites;
- Identify capacity development needs and develop adequate solutions to ensure effective programme implementation;
- Ensure high-quality, results-oriented reporting on the VAW programmes, for internal and external audiences contributing substantively to monthly, six monthly and annual reports;
- Oversee coordination of the UN Trust Fund to end Violence against Women and Girls grantees for South Africa and Indian Ocean Islands;
- Support the implementation and monitoring of all activities related to gender and climate in the 2012-2013 SARO work plan;
- Support the UNCT, Regional Gender and Human Rights working group as well on technical assistance for gender and climate change;
- Guide the development of all climate change and gender related programming for the region.
Provide effective support to management of the CO programme focusing on the achievement of the following results
- Presentation of thoroughly researched information for formulation of country programme, preparation of project documents drafts, work plans, budgets, proposals on implementation arrangements;
- Initiation of a project, entering project into Atlas (in small offices), preparation of required budget revisions;
- Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources;
- Follow up on performance indicators/success criteria, targets and milestones, preparations of reports;
- Analysis of the situation in program, identification of operational and financial problems, development of solutions;
- Preparation and conduct of audit of SARO projects, implementation of audit recommendations;
- Enhanced policy advice and technical assistance services provided by UN WOMEN on ending violence against women to governments, UN and civil society partners, including UN Trust Fund grantees;
- Increased frequency and quality of technical accompaniment and monitoring support to UN Trust Fund grantees and their initiatives;
- Increased number and quality of knowledge products produced and disseminated globally on ending violence against women;
- Increased number of programmes designed to address the interface between gender and climate change by supporting various UN Agencies as well as key partners on gender and climate change.
Provide administrative support to the Programme Unit focusing on achievement of the following results
- Proper control of the supporting documents for payments, review of SARO projects Financial Reports;
- Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas;
- Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
Provide support in creation of strategic partnership and implementation of the resource mobilisation strategy focusing on achievement of the following results
Analysis of the information on donors, preparations of donor’s profile and database, establishment of contracts with donor counterparts;
Track and reporting on mobilised resources.
Ensure facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results
- Organisation of trainings for the operations/ projects staff on programme;
- Document, and analyse lessons learned that might be useful for the UN system at large and UN WOMEN in particular for global institutional learning;
- Sound contributions to knowledge networks and communities of practice;
- Support the implementation of UN WOMEN’s bi-annual evaluation plan and overall monitoring and evaluation for the UN WOMEN projects;
- Develop learning and knowledge products on gender sensitive approaches to climate change for UN WOMEN SARO.
Requirements:
- Advanced degree in social sciences with a focus in sociology, gender studies, social, legal or political sciences with three to five years of progressively relevant professional work experience at the national or international level;
- Knowledge on gender and human rights, with a focus on international, regional and national frameworks on gender and ending Violence against Women;
- Strong knowledge on SGBV in conflict, post conflict and transitional settings;
- Strong knowledge on the linkages between VAW and HIV;
- Strong knowledge and experience on the subject of gender and climate change, gender and the green economy and gender and the environment;
- Sound knowledge of the UN Trust Fund in support of actions to eliminate violence against women;
- Organisational and programming skills with a focus on monitoring of projects implementation;
- Coordination skills and UN knowledge will be an advantage
- Coordination skills with proven ability to work with donors and other partners;
- Good at producing analytic reports;
- Commitment to gender equality and women’s rights and strong team working skills;
- Excellent communication in English. Knowledge of French or Portuguese will be an asset.
