Gender Based Violence Program Manager
The International Rescue Committee (IRC) in Bahai seeks to employ a candidate for the position of gender based violence program manager.
In response to a growing humanitarian crisis and the influx of refugees into Chad, the IRC launched programs in Chad in February 2004, focusing on the most urgent needs of water and sanitation, education, health, and protection. IRC program activities have been concentrated on the northernmost refugee population centers in Chad, which are located in the Prefecture of Borkou-Ennedi-Tibesti (BET), near the towns of Bahai and Cariari.
In July 2004, the refugees were moved to Oure Cassoni camp, which was built and is managed by the IRC with support from the United Nations High Commissioner for Refugees (UNHCR). IRC is currently responsible for Primary Health Care, Environmental Health, Protection, Camp Management, Gender Based Violence, Child and Youth Protection and Education programming.
In August 2008, the IRC expanded its programs in Chad into Bredjing camp, near the village of Hadjer Hadid. IRC provides healthcare to around 31,000 refugees from Darfur, as well as 2,000 local Chadians.
The IRC health program provide supports to the health and physical well-being of the refugees in the camp through provision of clinical health services, essential drugs, basic laboratory services, public health and community outreach through a team of community health workers, basic immunizations to children and pregnant women, reproductive health services, and referrals to secondary and tertiary care facilities. The IRC health program also provides technical and material support to the local Chad Ministry of Health Center in Hadjer Hadid.
Working with UNHCR, IRC has taken steps to ensure that basic GBV protection measures and responsive service delivery are established and that GBV issues are consistently monitored through IRC’s GBV program. The proximity of the camp to the Sudanese border (approx. 7 kilometers) and areas of active conflict is an ongoing concern.
Vulnerable groups, including youth, women, and ethnic minority groups continue to need additional opportunities to participate in decision making in the camp. Women and girls in particular bear disproportionate impact of the conflict and displacement, and, based on an ongoing assessment of the context and needs of Sudanese refugee women and girls, IRC Chad has prioritized the provision of case management and referral services for survivors of gender-based violence, as well as ensuring women and girls have an opportunity to engage in productive and educational activities in a safe space at the two women’s centers based in the camp.
Scope of Work:
The Gender Based Violence Manager will play a key role in building program quality and effectiveness into the gender-based violence work at Oure Cassoni refugee camp. Specific responsibilities include technical service delivery, monitoring and evaluation, professional development and training of national staff, and project cycle management of grants and budgets. With a core emphasis on building national staff capacity, the post will supervise and offer technical support to two national officers, as well as to refugee workers in the camp to support community based protection mechanisms with a view to identifying and responding to GBV needs within the camp.
Essential Job Functions:
Program Management
- Ensure that the program design and implementation are in accordance with the country strategic plan, IRC program framework and IRC GBV Global Strategy;
- Assess unmet needs in the GBV sector and identify gaps within the camp, and determine opportunities for additions or modifications to current interventions accordingly;
- Establish and strengthen integrated case referral system between GBV, Protection and Reproductive Health programs;
- Oversee the functioning of 2 women’s centers and empowerment activities for women;
- Ensure that the project undertakes continuous monitoring/data analysis so that activities are appropriate and based on a clear understanding of the problems, causes, contributing factors, and issues in the camp. Develop data collection and analysis systems for ongoing program monitoring to inform the current program strategy;
- Participate in proposal-writing; prepare program work plans, budgets and manage grants in coordination with Community Services Coordinator, Field Coordinator and Grants Manager;
- Provide accurate regular reports, document results and maintain detailed records of the overall GBV program activities, reporting to the Community Development Coordinator and Field Coordinator;
Financial Management
- Develop expenditure and procurement plans to guide implementation of approved grants. Guide national staff in the implementation of the plans, ensuring that IRC donor rules and regulations are adhered to;
- Review Budget vs. Actuals on a monthly basis with staff and Grants Manager, identifying and proposing solutions to rectify any disparities from planned expenditure;
- Advise on proposal budget development;
Staff Management
- Manage and supervise national GBV staff, and support a team of refugee staff;
- Provide ongoing leadership, training, technical support and guidance to national staff and strategic partners to ensure GBV programming meets best practice standards. This includes developing and implementing a staff training plan for GBV team member.
- Set performance objectives for direct reports and routinely monitor their performance;
- Work with the Field Coordinator to identify national staff skill-sets and develop capacity-building plans; responsible for implementing capacity building plans.
- Assist Field Coordinator in developing job descriptions and recruiting candidates for the GBV team.
Coordination and Representation
- Ensure integrated programming approach with other sectors of work and staff;
- Work in particular with the education manager and protection program manager, and create linkages between after-school youth activities and women’s committees and girls clubs;
- Represent IRC GBV in the field and at a national level as requested by Field Coordinator or Community Development Coordinator.
- Contribute to developing with senior management advocacy messages as appropriate, and participate in existing networks and liaise with relevant bodies in advocacy efforts.
Requirements:
- Minimum of three years professional and international experience, experience working in Chad or with beneficiaries of similarly different cultures preferred.
- Experience working on gender-based violence issues and/or managing a GBV program in conflict-affected countries and/or refugee settings is required
- University degree in social science, social work, health or other related field;
- Fluent English and proficient French, written and spoken, required. Arabic a plus.
- Experience in program management, project planning, and budget management.
- Strong communication skills and proven ability to collaboration between actors;
- Experienced in managing a multi-cultural staff team; excellent capacity building skills.
- Ability to write clear and concise reports; previous experience writing proposals.
- Strong computer skills;
- Ability to work well in unstable security environments, and under administrative and programmatic pressures.
This is a long term, unaccompanied position.
