Call for Proposal: Researching perpetrator programmes in Mitchell’s Plain, Cape Town: Current measures, efforts and interventions

United Nations Office on Drugs and Crime (UNODC) now seeks to secure the services of a qualified service provider to undertake an assessment of current measures, efforts and interventions assumed by various stakeholders to bring about changes to the violent behaviour of men and prevailing attitudes towards violence against women and children.

 

Job Description: 

Duty Station: Mitchell’s Plain – based consultancy

Proposed period: 40 working days


Purpose of the consultancy

The service provider will conduct an assessment of existing perpetrator programmes, individual counselling for violent men, life-skills and anger management programmes and other relevant measures developed and implemented by responsible entities at both community and criminal justice system levels in Mitchell’s Plain. The service provider will also provide recommendations to MPCC on how to put mechanisms in place to work in collaboration with identified stakeholders and the criminal justice system on programmes aimed at perpetrators of violence.

The objectives of the rapid assessment are to

The following objectives are to be met through this assessment:

  • Identify relevant stakeholders and services/programmes undertaken in terms of practices, strategies and interventions in dealing with perpetrators of violence against women (VAW)
  • Inform MPCC on the nature and trends of perpetrators of gender-based violence (GBV) where available
  • Inform MPCC on effectiveness of domestic violence perpetrator intervention strategies and activities
  • Inform MPCC on gaps between current capacity and resources, and the need for more effective responses at community and criminal justice levels
  • Indicate action areas, where MPCC can contribute to reducing risks and addressing problem areas encountered by stakeholders and criminal justice system (police, correctional services and prosecution) in implementing perpetrator programmes
  • Assist in defining, understanding and articulating MPCC’s role and added value concerning perpetrator programmes in terms of support and coordination to relevant stakeholders


Expected outcomes and responsibilities

The service provider is expected to provide UNODC Southern Africa/MPCC with a comprehensive report with detailed information on the following:

  • A concise explanation of the nature and extent of perpetrators of VAW in Mitchell’s Plain
  • Map trends around perpetrators and programmes in terms of practices, strategies and engagement by stakeholders, specifically in the Mitchell’s Plain area
  • Indicate the challenges and strengths experienced by stakeholders in developing and implementing intervention strategies aimed at GBV perpetrators
  • Provide recommendations on the role of the Centre in terms of coordination with/assistance to stakeholders for future implementation of perpetrator programmes
  • Provide a plan indicating how MPCC will be engaged in the activities to build on existing structures and networks within perpetrator programmes in Mitchell’s Plain with the view to develop the centre’s capacity to provide effective prevention measures aimed at the perpetrators of GBV
  • The service provider is expected to present the findings and recommendations in a detailed, final assessment report which will be presented at a stakeholder workshop.

Deliverables

The service provider will be responsible for the following:

  • Deliverables / Outputs Timeline(s)
  • Inception meeting with UNODC Southern Africa in Pretoria to agree on the assessment and deliverables No later than 4 working days after the acceptance of the service provider
  • Present/submit work plan to UNODC Southern Africa 5 working days
  • Conduct interviews and analysis of collected data resulting in the formulation and submission of the first draft assessment report 20 working days
  • Incorporate UNODC comments on the first draft report and present the final draft assessment report 10 working days
  • Submission of final assessment report No later than 40 working days after signing of contract

Performance Indicators

The following indicators will apply to successful completion of this assessment:

  • The service provider must provide quality deliverables in a timely manner
  • The service provider must integrate all comments and inputs of the UNODC in a cohesive manner

Qualifications, Skills, Attributes and experiences

The successful candidate/s must possess:

  • A minimum of five years experience in the field of qualitative social science research, preferably in similar assignments
  • Relevant quantitative and qualitative research skills
  • A sound knowledge and understanding of issues of gender-based violence, violence against women
  • Previous experience and a proven track record in drafting similar (scope, size and time constraints) quality research reports, assessments, etc.
  • Ability to function independently and under pressure
  • Excellent organisational and report writing skills, as well as attention to detail.


Timeframe

The successful candidate/s should be able to take up their duties as soon as the contractual documentation has been finalised.

Remuneration

The submission should be all inclusive, i.e. including costs for travel, accommodation, and printing. Daily consultancy rates are commensurate with UNDP South Africa guidelines on rates for locally recruited consultants.

Method of payment and breakdown

Payment will be effected as follows:

50% upon signature
30% upon receipt of first draft
20% upon adoption of final report

Payment is subject to timely delivery of outputs.
