Population Policy-Making in the Shadow of International Actors in India: Rethinking State Accountability,Sovereignty and Citizen
The new architecture of "global governance" raises serious problems of accountability due to the further erosion of the post-colonial state's monopoly over policy-making for its citizens. Non-state actors have increasingly begun to shape the formulation and implementation of soft law and policy. The talk will address the consequences of a proliferation of sub-national and supra-national actors and arena of norm production using empirical material on shifts in population policy and programmes in India. It will focus on the role of the USAID in institutionalising these changes while exploring the gendered effects of the new norms and practices in everyday life. Problems of overlapping sovereignties and fragmentation of citizenship rights will be discussed along with their consequences for democratic decision-making.

Professor Shalini Randeria is currently member of the Senate of the German Research Foundation (DFG) and was president of the European Association of Social Anthropologists (EASA) from 2007-9. Her research interests include the anthropology of law, state and governance, anthropology of globalization and modernity as well as post-colonial theory. Her most recent publication are the co-edited volume "Vom Imperialismus zum Empire? Postkoloniale Perspektiven auf Globalisierung" (with Andreas Eckert 2009), "Worlds on the Move: Globalisation, Migration and Cultural Security"( with Jonathan Friedman 2004) and "Unraveling Ties: From Social Cohesion to New Practices of Connectedness" (with Elisio MAcamo 2002).
